Capital Planning
This section supports the Capital Planning Process through the preparation of a project brief that describes cost estimates, scheduling, site section and life cycle cost. Project Support also provides continuing support to the Regional Project Staff through the construction phase until completion. An assessment of the condition and function of a current facility is initially done. This assessment determines whether it is in the best interest of the client department to keep the status-quo, expand or renovate the current facility or acquire a new facility. If it is determined that a project is required, the Facility Planner will gather all required information to form a Project Brief. The Project Brief includes:
- current and future space requirements;
- facility location and size;
- parking requirements;
- special requirements;
- accessibility;
- input from the community; and
- project cost estimates and funding sources
schedule.
The Project Brief is handed to the Project Management Division and will guide the design of the new facility. The Facility Planner can assist with the review of the design to ensure that it meets the needs of the client department and the intention of the Project Brief. Technical Services supplies expertise in architectural, structural, electrical, mechanical, geotechnical, maintenance and energy cost disciplines, Technical Services provides the following:
- Design review for future buildings and works projects: Utilising historical data and new technological innovations to ensure a final product that meets all codes and standards as well as the needs of the client;
- Technical evaluations and reports: Performing inspections and using the resulting information to recommend improvements to existing infrastructure and future design; and
- Environmental and energy management advice: Reducing waste by recommending the implementation of energy saving practices and technology.
